ERG Brownfields Redevelopment Harbortown

ERG performed real estate due diligence and Brownfield services for the redevelopment of a former industrial property. This project involves the redevelopment of a portion of the Harbortown apartment complex. The property was occupied by various industrial businesses during the late 1800’s and early 1900’s. By the 1970’s most operations on the site had ceased. In 1995, the site was the subject of a site specific Type C closure. Recent investigations determined that contaminants on the site exceed the current Generic Residential Cleanup Criteria. As part of the redevelopment, ERG was retained by the developer to prepare an Act 381 Work Plan on behalf of the City of Detroit. In accordance with the regulatory requirements, due diligence services were performed, which included a Phase I Environmental Site Assessment (ESA), a Phase II ESA, a Due Care Plan and a Baseline Environmental Assessment (BEA).

PROJECT DESCRIPTION

Based partially on the results of the due diligence study, it has been determined that the site would be suitable for redevelopment, provided the appropriate remedial measures and due care obligations were instituted. An Act 381 work plan was prepared on behalf of the City of Detroit and was submitted to the State of Michigan for approval. The Work Plan was approved on January 29, 2013. The work plan includes the following tasks, which will be performed prior to and during redevelopment:

  • Remedial investigation and due care management.

  • Contaminated soil removal and disposal.

  • Geotechnical Controls.

  • Ongoing monitoring and reporting.

The site will be utilized as a residential apartment complex with associated parking.
